The Department of Infrastructure, Housing & Environment (DIHE) oversees three essential sectors: Infrastructure, Housing, and the Environment Program. Together, these sectors work to provide a wide range of services, ensuring the Akwesasne community's infrastructure is well-maintained, housing needs are met, and environmental stewardship is prioritized. DIHE’s role is essential in supporting sustainable growth, community well-being, and environmental protection.

Infrastructure

The Infrastructure Sector is responsible for the planning, development, and maintenance of community assets and essential services across Akwesasne. This includes the upkeep of roads, water systems, and facilities such as schools, clinics, and recreation centers. The sector also manages capital projects and provides technical support through project management, maintenance, and infrastructure planning.

The Housing Sector provides a range of programs and services to support the housing needs of the Akwesasne community. From home inspections and renovations to new construction and financial assistance, the sector works to ensure safe, comfortable, and accessible housing options for community members.

Environment

In the tradition of the Ohen:ton Karihwateh:kwen (The Words That Come Before All Else), the Environment Program focuses on understanding, protecting, and enhancing the natural environment of Akwesasne. It honors the contributions of all elements of creation and ensures that community projects follow safe environmental practices while remaining mindful of current environmental and health issues. The program is also committed to sharing knowledge about the environment through education and fostering meaningful connections with the community.

Key Services Provided by DIHE:

Community Infrastructure Maintenance
Upkeep and repair of roads, public buildings, and MCA-owned facilities across Akwesasne.
Water & Wastewater Operations
Management of water treatment plants, sewer systems, fire hydrants, and water line maintenance.
Capital Project Implementation
Planning and oversight for infrastructure projects approved by the Mohawk Council of Akwesasne.
Technical Services
Project coordination, site inspections, and building maintenance support for MCA programs and facilities.
Housing Loans & Construction Support
Financial assistance for home repairs, renovations, new builds, and mortgage guarantee programs through Bank of Montreal.
Rental Housing
Apartment units available in all three districts for community members in good standing.
Elders Emergency Housing Fund
One-time assistance for urgent housing needs such as heating or plumbing emergencies.
Emergency Repair Program (ERP)
CMHC-supported funding for immediate repairs to low-income households meeting eligibility.
Environmental Monitoring & Assessments
Evaluations for development projects, habitat assessments, and community support for land stewardship.
Species Protection & Invasive Management
Monitoring of at-risk species and mitigation of harmful invasive plants and animals.
Forestry & Land Use Advisement
Guidance for landowners on sustainable agricultural, forestry, and land management practices.

Criteria

The criteria for the Department of Infrastructure’s technical services are:

Be a member of the Mohawks of Akwesasne.
Reside within the Territory of Akwesasne under the jurisdiction of the Mohawk Council of Akwesasne with a civic address.
Be in Good Standing with MCA as part of the Good Standing Policy.
The technical services do not incur fees.
