Executive Services

Executive Services plays a vital role in supporting the Executive Director of the Mohawk Council of Akwesasne in their leadership capacity. This department is essential to the smooth operation of the MCA, providing direct assistance to the Executive Director in overseeing the organization and ensuring effective governance. 

Executive Services Programs:

The Akwesasne Rights & Research Office (ARRO) works to protect and advocate for the inherent rights of Akwesasne community members. ARRO provides research, technical support, and education on land claims, rights-based matters, and historical governance.

The Emergency Measures Program leads Akwesasne’s emergency preparedness, response, and recovery efforts. By coordinating the Emergency Operations Center and developing key response plans, Emergency Measures works to minimize the impact of crises and protect community safety. The program ensures that Akwesasne is ready to respond to natural, technological, or human-caused emergencies.

Entewatathá:wi means “We will govern” and represents Akwesasne’s path toward self-government. The program leads negotiations with Canada to establish the Akwesasne-Canada Entewatathá:wi Self-Government Agreement (ESGA), which seeks to recognize Akwesasne’s inherent right to govern in areas such as education, lands, membership, and justice. This work supports the creation of Akwesasne laws that reflect the community’s values, culture, and priorities — replacing colonial systems imposed by the Indian Act. Once negotiations are complete, Akwesasronon will vote on the final agreement through a community referendum.

The Mohawk Government Program supports the Mohawk Council of Akwesasne by strengthening day-to-day governance and community engagement. The program provides services such as meeting coordination, residency letters, and liaison support with external governments. It also helps facilitate communication between Akwesasronon and Council, promoting transparency and community-driven leadership.

The Office of Vital Statistics (OVS) operates under the Department of Executive Services and is responsible for receiving, recording, reporting, and retaining accurate information about the land and people under the jurisdiction of the Mohawk Council of Akwesasne.

Akwesasne Community Fund 

The Akwesasne Community Fund provides financial support to non-profit applicants within the jurisdiction of the Mohawk Council of Akwesasne. The fund is available annually and is not intended to be a recurring or permanent source of funding. It is available once per callout per year. 

Akwesasne Community Fund — Eligibility Criteria: 
  1. Must operate in the northern portion of Akwesasne under MCA jurisdiction.
  2. Must be community-based and non-profit.
  3. Must have a physical address within the territory of Akwesasne.
  4. Must identify two contact persons, both of whom must be MCA members in Good Standing.
  5. Must have a Canadian bank account.
  6. Must not have outstanding reports to the Review Team. 
Akwesasne Community Fund — Limitations & Restrictions: 
  • This fund is not an entitlement and incomplete applications will not be considered. 
  • MCA departments, programs, and services are ineligible.
  • Only one (1) application per applicant per year.
  • Funding cannot cover salaries, capital expenses, or construction/renovation costs. 
How to Apply: 
  • Call-out occurs once per year and is advertised through local media and social media channels.
  • Applications can be accessed on the MCA website and at the MCA Admin. 1 Building's front reception (only during active call outs).

 


Donations

The Mohawk Council of Akwesasne, as an organization, makes monetary donations to the community of Akwesasne through the Executive Director, with specific guidelines and limitations.

Donation Amounts: 
  • Individual Donations: Up to $500
  • Group Donations: Up to $1,500
  • Donations for Costs Related to Death of a Family Member: $1,500 
Eligibility Criteria: 

Applicants must:

  • Be a member of the Mohawks of Akwesasne.
  • Reside within one of the three districts of the northern portion of Akwesasne.
  • Be in Good Standing with MCA.

Donations are limited to once per calendar year.

How to Apply for Donations: 
  • Download the MCA Donation Policy & Application online or visit the Executive Services office.
  • Applications should be submitted at least 30 days prior to the date the donation is needed. 

 


Service Complaints 

The Service Complaints process ensures that MCA employees uphold high standards of service delivery and behavior. Community members can submit complaints if they feel the quality of service or behavior of an MCA employee does not meet expectations. 

Criteria for Service Complaints: 
  • Complaints about the quality of service provided by MCA employees.
  • Violations of MCA policies or procedures in service delivery.
  • Inappropriate actions or behavior by MCA employees.
